From the Clinton administration through the Obama administration, the high number of students performing below grade level in reading proficiency has been of major concern. Continuing efforts are taking place to identify what is effective in the teaching of reading. Changes are being made. BU Publishing is concerned and is certain that Voweletics™ will provide your school with the tools to effect that change.

From 1998 to 2001, the National Reading Panel was created by the US Department of Education to conduct a study to identify effective reading methods. The results included five key criteria that a good reading program should incorporate:

  • Phonemic Awareness
  • Phonics
  • Vocabulary Development
  • Fluency
  • Comprehension

As a result of the National Reading Panel's conclusions, Congress formed the Reading First initiative. Grants are provided to qualifying schools, with the funds applied towards reading programs using scientifically proven methods as identified by the Panel. Voweletics™ teaching components meet these criteria as shown in the following table:
